About the role
Key Responsibilities
Delivery Leadership

Lead and mentor a team of TPMs across multiple domains to drive either (a) agile, DevOps-based or (b) waterfall-based delivery excellence

Define and maintain a standardized delivery governance framework — covering sprint cadence, backlog hygiene, dependency tracking, and reporting.

Oversee delivery execution across DXP domains, ensuring commitments are met with predictable outcomes.

Lead monthly delivery health reviews, highlighting key risks, capacity challenges, and improvement opportunities.

Partner with Domain Owners (DXP) and Journey SDs (DBE) to balance Product, Tech Debt, and Technical Campaign backlogs across teams.
Cross-Domain Coordination & Governance
- Act as the central delivery integrator across DBE, ensuring synchronization between journeys, domains, and releases.
- Collaborate with Release Program Managers (RPMs) to ensure alignment of delivery and release plans.
- Establish and maintain a cross-domain dependency management framework with clear escalation paths.
- Monitor delivery performance metrics (velocity, predictability, throughput) and drive corrective actions where needed.
- Drive adoption of continuous improvement practices across all DXP squads.
People Management & Capability Development
- Coach and mentor TPMs, supporting their career development, skills growth, and performance reviews.
- Foster a culture of proactive communication, accountability, and continuous learning across the TPM community.
- Lead training sessions or playbook initiatives to strengthen agile delivery maturity, tooling proficiency, and reporting discipline.
- Identify and recruit high-performing TPM talent aligned to StarHub’s transformation roadmap.
Stakeholder Engagement & Communication
- Serve as a trusted partner to senior engineering, business, and architecture leaders — ensuring transparency on delivery health and execution status.
- Communicate program-level risks, trade-offs, and delivery decisions clearly to executive stakeholders.
- Represent the TPM function in enterprise forums, transformation reviews, and cross-functional working groups.
Requirements & Qualifications
Education & Certifications
- Bachelor’s degree in computer science, Engineering, or Information Systems.
- Advanced certifications in Agile, DevOps, or Program Management (e.g., SAFe SPC, PMI-ACP, PgMP, CSM) preferred
Experience
- 12+ years of total experience in technology delivery, with at least 5 years in managing project/program teams or TPM functions.
- Proven track record in delivering large-scale, cross-functional software or platform programs using agile and DevOps practices.
- Experience in telecommunications, cloud platforms, or enterprise-scale digital transformation preferred.
- Strong background in stakeholder management, dependency resolution, and performance reporting.
